I mean honestly Virginia is too strict about EVERYTHING. But selling video games locally to people is that bad?
I know selling liquor, drugs, porn, weapons are bad.
How about selling used video games, Used clothing, used electronics? Stuff not needed in the house anymore.

On the Eastern Shore of there are many Flea Markets with vendors and private persons selling anything. I would say look locally in your area for similar sales, or craigslist. Sometimes it is better and safer to pay for rental space at a market rather than inviting people to your home to buy. As long as you are the rightful owner there should be no problem. If you decide to stay home, especially look online at classified ads selling similar items and be sure to check out the wanted section as you may have something that is listed.

For “casual” private sales you don’t need a permit (like selling an old bicycle or an used car for example).
But if you want to do it as a regular job (or side job) you might need a merchant permit. Sometimes you even need a city permit for a garage sale.
In your case if you just want to get rid of some old stuff I’m sure you’ll be fine as long as you don’t transform the house into a shop.
There is no law against selling video games. If you are running a business, you need a business license as usual.
